In a large skillet set over medium heat, brown the beef and season.
Meanwhile, in a small skillet set over medium-high heat, add the oil. Fry the flour tortillas until golden brown, then transfer to a paper towel–lined plate.
Place four tortillas on a lined baking sheet. Spread the tops with a layer of refried beans, then add the taco meat. Place the remaining tortillas on top, then spread with enchilada sauce and top with tomatoes, cheese, and green onions (add olives and green chilies, if desired).
Place in the oven and broil until the cheese is bubbly and begins to brown. Remove and garnish with cilantro, if desired. Serve hot.

Fried tortillas can stay at room temperature in a sealed bag. REHEAT the meat and beans in the microwave before assembling. Fully assembled Mexican Pizzas don’t hold up well once stored, so it’s best to make them fresh when you’re ready to eat.
