In a large skillet or Dutch oven set over medium heat, add the oil. Once hot, add the onion and bell pepper, and sauté for 3 minutes. Then, add the ground beef. Break up the ground beef and brown for about 5 minutes. Add the garlic powder, onion powder, paprika, salt, pepper, cumin, and minced garlic. Cook for 2 minutes.
Add the tomato sauce, ketchup, brown sugar, Dijon, and Worcestershire. Simmer for 10 minutes, then remove from the heat.
Serve the filling on toasted, buttered buns. Add cheese if desired.
